kurt
It's a receptacle that locks a similarly designed plug; I have them on my extension cords to keep them from coming apart.
Marc
What Kurt said, locking weatherproof inlet (not plug, not receptacle). NEMA L10-30. Yours is likely there for a portable power plant, up to about 7 kilowatt (about 14 HP). Marc

Jim Port
It is an inlet so someone does not use a suicide cord to feed power back into the panel. Was there an interlock on the panel?

John Kogel
So what do you call those locking plug and receptacle things? Twist locks? Yeah, that's it. Marc I found this - "NEMA L14-30 locking Extension power cords are 125/250 volts and four wire. Locking plugs have the pins arrayed in a circular manner. The plug is inserted and twisted to lock in place."'Locking plugs' The item in Denny pic is a recessed inlet box.
